COVID-19 Response & Federal Reporting

White Earth Tribal & Community College remains committed to transparency and accountability in the administration of federal COVID-19 relief funding.

This page provides a brief overview of WETCC’s response to the COVID-19 pandemic along with required public reporting for the Higher Education Emergency Relief Fund (HEERF), the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), and the American Rescue Plan (ARP)

WETCC’s COVID-19 Response

In March 2020, White Earth Tribal & Community College adjusted campus operations to protect the health and safety of students, employees, and the community while maintaining access to education and student services.

The campus temporarily closed on March 16, 2020, and employees transitioned to remote work. Faculty quickly moved instruction online, allowing students to continue their education with minimal disruption. During this transition, WETCC secured grant funding to help students obtain the technology and resources needed for remote learning.

The campus reopened on a limited basis on June 26, 2020, with health screening procedures in place. During the Fall 2020 semester, WETCC implemented a flexible HyFlex instructional model that allowed students to attend classes in person, participate remotely through Zoom, or view recorded lectures. As COVID-19 cases increased across the White Earth Reservation, instruction temporarily returned to remote delivery beginning November 2, 2020.

Throughout the pandemic, WETCC remained focused on supporting student success while adapting operations to meet changing public health conditions.

Federal Relief Funding

Federal COVID-19 relief funding helped WETCC continue serving students while responding to the challenges created by the pandemic.

Funding from the CARES Act, CRRSAA, and the American Rescue Plan (ARP) supported emergency financial assistance for students, technology needs, institutional operations, and other eligible expenses. Additional funding from the American Indian College Fund (AICF) provided emergency assistance to students who were not eligible for Title IV financial aid, helping address needs such as food, housing, utilities, and other essential expenses.

Higher Education Emergency Relief Fund (HEERF)

White Earth Tribal & Community College received funding through the Higher Education
Emergency Relief Fund (HEERF) to provide emergency financial assistance to students and support institutional operations during the COVID-19 pandemic.

Federal regulations require institutions receiving HEERF funding to publish quarterly public reports. Those reports are available below.

On April 17, 2020, White Earth Tribal & Community College received two grants:

On May 21, 2020, WETCC received an additional $803,786 in institutional funding to help defray expenses and recover lost revenue related to the COVID-19 pandemic.

White Earth Tribal & Community College received funding through the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and the American Rescue Plan (ARP) under Sections (a)(1) Student Assistance and (a)(2) Institutional Aid (HEERF).

  1. WETCC acknowledges that the institution signed and returned the Certification and Agreement to the U.S. Department of Education and has used the applicable funds designated under the CRRSAA and ARP (a)(1) programs to provide Emergency Financial Aid Grants to students.
  2. The total amount of funds received from the U.S. Department of Education under the Certification and Agreement for Emergency Financial Aid Grants to Students through the CRRSAA and ARP (a)(1) programs is $334,971.
  3.  As of September 30, 2021, WETCC distributed $75,224 in Emergency Financial Aid Grants to students under the CRRSAA and ARP (a)(1) programs.
  4. The estimated number of students eligible to receive Emergency Financial Aid Grants under the CRRSAA and ARP (a)(1) and (a)(4) programs includes all students. During the Fall 2021 semester, 123 students were enrolled. Additional students were included in previous semesters.
  5. The total number of students who received Emergency Financial Aid Grants under the CRRSAA and ARP (a)(1) program is maintained on file in the Student Services Office.
  6. WETCC determined grant eligibility and award amounts based on demonstrated student need. Eligible expenses included transportation, groceries, rent, utility bills, and other essential needs.
  7. WETCC notified students about Emergency Financial Aid Grants through the Populi student management system and official WETCC email accounts. During the fourth quarter of Fiscal Year 2021, WETCC also offered additional incentives to students who documented COVID-19 vaccinations.
